GOALS AND PRINCIPLES
When purchasing goods and obtaining services, the SARCC follows
a course of optimum value and efficiency to the best advantage
with due regard to the SARCC's Vision and Mission as well as government
initiatives and legislation.
The SARCC aims at the implementation of systems and procedures
that:
- are open, competitive and transparent;
- provide safeguards against favouritism, improper practices
and opportunities for fraud, theft and corruption;
- will empower and develop historically disadvantaged individuals
and entities; and
- promote the utilisation of national, regional and local suppliers
before considering overseas suppliers
- promote the creation and development of business enterprises
which are reflective of population demographics
SARCC's commitment to the development and support of HDI's
SARCC's goal is to promote and advance historically disadvantaged
individuals and enterprises, without attracting undue costs or
overloading the procurement division's administrative capacities.
Our commitment is aimed at the development of HDI's, as well
as the creation of wealth and job opportunities.
Participation of HDI's in enterprises will be reflected by a
combination of the following factors/activities in each enterprise
under consideration:
- Equity ownership by HDI's (including females and people with
special needs)
- Providers of capital
- Management at executive level, i.e. decision making and risk
taking
- Purchases made from HDI's
- Utilisation of local HDI labour force
- Subcontracting to HDI's
- Transfer of skills to HDI's
- Joint ventures with enterprises owned or managed by HDI's
Please note:
- SARCC does not compromise on quality
- Tenders that are submitted after the closing date and time
will not be considered
- The names of tenderers and the prices (where possible) will
be read out at tender openings
- SARCC reserves the right to negotiate with any tenderer during
the pre-qualification stage of a tender
- Communication will be limited to the tender itself and subject
to SARCC's business policies
- Where a supplier is of the opinion that it does not have enough
experience for a specific contract, the entering into a Joint
Venture contract with another experienced contractor is encouraged
- In awarding of tenders, the demographics of the area as well
as gender equality will be taken into account where applicable
- The SARCC reserves the right to give preference to Black Suppliers
- SARCC's Preferential Points System will be applied to promote
Black Economic Empowerment
- Communication after the closing date should be addressed to
the Procurement Compliance Officer
- Complaints should be addressed to the Procurement Compliance
Officer who will investigate and advise
