Minimum Supplier Qualification to submit Tenders or Quotations
- No contract for goods and services shall be awarded to any
tenderer / supplier unless such tenderer / supplier either has
a Black equity ownership of at least 25%, or alternatively has
entered into an acceptable Joint Venture agreement with another
approved party which creates an effective Black equity interest
in the project of at least 25 %.
- The 25% Black equity ownership specified above, shall be determined
by the population demographics as prescribed in this booklet.
- The above requirements shall apply to all entities, including
companies listed in the JSE Securities Exchange, Parastatal
organisations and International entities.
- The only exceptions to the minimum requirement of 25% Black
equity participation shall be:
- emergency situations, and
- where the nature and extent of the project is of a highly
specialised nature, but only for the purpose of ensuring
that the running of the SARCC's business is not interrupted.
In concluding the contract, the SARCC will negotiate with
the tenderer / supplier to ensure future compliance with
the 25% Black equity participation.
- The Preferential Points System shall continue to be applied
in the adjudication process.
