CAREER OPPORTUNITIES IN THE SOUTH AFRICAN RAIL COMMUTER CORPORATION (SARCC)

Who is SARCC

It is the Agency of the National Department of Transport responsible for the commuter rail services in South Africa. On 1 April 1990, the South African Transport Service's (SATS) functions were split into two, a newly formed State entity called the South African Rail Commuter Corporation Limited (SARCC) took over the function of ensuring the provision of commuter rail services while a new public company called Transnet Limited took over the responsibility of all other functions of SATS.

SARCC inherited all the assets (land and properties) in and around commuter stations and corridors. The assets include trains, signalling, stations and land in and around stations.

During 1992, a wholly owned subsidiary company of the SARCC, Intersite Property Management Services (IPMS), was formed to manage and develop the Corporation's property portfolio.

The commuter rail portfolio comprises of 478 stations, 4 200 hectares of land and property in the major metropolitan areas of Johannesburg, Pretoria, Durban and Cape Town. Over and above the building of new stations, upgrading and maintaining stations, Intersite is commercialising them and generates income for commuter rail.

 

The main object and business of SARCC is to ensure that, at the request ofthe National Department of Transport or any local government body designated as a transport authority, rail commuter services are provided by Metrorail, a division of Transnet, in terms of an exclusive negotiated concessioning agreement.

SARCC is 100% owned by government. The following structure indicates SARCC'Srelationship with Metrorail. SARCC is the owner of all commuter rail assets and Metrorail is the operator contracted to provide the service on its behalf.

Mission

To manage the assets and funding of rail commuter business on behalf of government, and to ensure the efficient and effective local delivery of rail commuter services, within National Land Transport Policy directives and appropriate regulatory regimes.

To establish rail as the preferred mass mode of public transport and to be the recognised champion in ensuring the provision of quality commuter rail services for all Transport Authorities in South Africa.

Role and Functions

TECHNICAL:

  • Electrical engineering
    Design, manufacture, install and maintain equipment and installations that generate or use electrical energy. This field requires people, who are mathematically inclined, can make decisions, delegate and control assignments. Industry needs technicians and professional technologists. Diploma/Degree in Electrical Engineering (heavy current). Diploma/Degree in Electrical Engineering - specialised field: Signalling/Telecommunications (low current)

  • Civil Engineering (perway)
    Prepare engineering drawings, take field measurements, access the bearing properties of soils, design structures (including buildings and reservoirs), roads and railways, deal with water purification and manage people and projects. Diploma/Degree in Civil Engineering

  • Mechanical Engineering
    Involve the design, production, manufacture and maintenance of machinery and engines used throughout industry, as well as the general and utilisation power. This field is best suited for people who have an interest in and an aptitude for machinery. Diploma/Degree in Mechanical Engineering

  • Draughtsman (CAD Operators) Drawing/Configuration Office
    Prepare detailed drawings for specific projects based on information received from engineers and town planners. Grade 12 plus a draughting diploma. Diploma in relevant engineering field/drawing office, configuration management.

PROPERTY MANAGEMENT:

  • Portfolio Management

    Interface with SARCC'S Asset Management and responsible for ensuring the profitability of Portfolio Management Services. Facilitate the development of property strategies. A business related tertiary qualification.

  • Facilities Management

    Manage and control service contracts, maintenance, revamps, upgrading and tenant installations for buildings. Responsible for the creation and up keep of maintenance contracts for designated mechanical and electrical installation in properties managed conform to the requirements and regulations of The Occupational Health & Safety Act. B. Com/B.Eng/B.Arch/BSc (Building Management)/BSc (QS).

  • Project Management

    Monitor and control activities of developers and consultants to ensure that all-contractual requirements are met. Reports on development project activities and responsible for correct cost reporting and control including attending developments site meetings. Bachelor's Degree or Diploma in Building Science.

  • Property Management

    Manage a property portfolio through the implementation of plans to improve the yield on investment and maximises the performance of managed properties in one of the major metropolitan areas. Prepares and controls property budgets. A business degree of equivalent.

  • Property Leasing

    Manage and institute plans to ensure that buildings within the allocated portfolio are leased to ensure maximum yield. Direct leasing consultants regarding space available to prospective tenants. Grade 12 with National Diploma or Bachelors degree.

  • Property Economist

    Responsible for research on a national and international basis. Undertakes on-going analysis of the South African Property market with decision-makers in the property sector. Interprets the implications of socioeconomic developments for the South African Property market. BCom/Honours degree.

  • Property Valuation

    Provide market valuations on a quarterly basis and information to portfolio managers and clients. Diploma/Degree in Property Valuation.

  • Town Planning

    Assist with the identification and the evaluation of future potential development options in consultation with senior project managers. Attend to preparation and submission of township applications. Diploma/Degree in Town and Regional Planning.

FINANCE:

  • Financial Accounting and Management

    Responsible for all financial procedures connected with an operating unit including preparation of accounts, financial planning, and budgeting, reporting of budget variances, cost control and cost analysis programmes including financial control, auditing, systems and administrative services. CA B Com or relevant qualification Basic Accounting Skills (Debtors/Creditors)

INFORMATION TECHNOLOGY & SYSTEMS

  • IT & S

    Provide IT & S support including LAN, WAN, Web Development and Maintenance. Develop IT architecture and manage IT projects. Diploma/Degree in IT & S.

SOCIAL SCIENCES

  • Human Resources

    Responsible for the optimising work performance, recruitment and selection, management of employee relations, compensation, health and safety as well as individual and organisational development. Diploma/Degree in HR/Personnel Management.

  • Information Management

    Responsible for Knowledge and information management. Co-ordinates business information, designs and implement document management system and provide the organisation with accurate , current information. Diploma/Degree in Information Management.
