Administrative and Manpower
The establishment of the South African Rail Commuter Corporation
has made it possible to create a dynamic manpower policy which embodies
the Corporation's vision, mission and value system. This will be
achieved by not only following the latest market trends, but also
by offering equal opportunities to all in the new South Africa.
The Corporation's organisational structure has been developed taking
cognisance of the Corporation's statutory objectives to limit subsidisation
of Metro Services on the one hand, and to generate optimal income
from the development and management of its assets on the other.
Manpower
As a result of the unique situation whereby the Corporation,
according to its Enabling Legislation, is expected to manage the
comprehensive Metro Service in South Africa in public interest,
it was decided to recruit only a core group of skilled and other
professional managers to control the Metro contract worth almost
R1 300 million per annum. In addition, experts had to be recruited
to become involved with technical, financial, marketing and research
initiatives.
To ensure continuity, only employees with rail commuter experience
were initially recruited. We are currently recruiting from a much
broader base according to specific qualifications and expertise.
This move will ensure that skills and expertise from the private
sector will contribute to a more balanced management team.
Remuneration management is based on the principle of total package
value including subsidised facilities. Where practicable a cafeteria
approach is observed.
Pension and medical benefits have been secured from within the
competitive spectrum of the market. Salaries are determined by
means of a recognised job evaluation mechanism, according to a
functional analysis and detailed job description as well as comparisons
in the market.
Productivity
The main reason for the establishment of an independent Rail
Commuter Corporation with its own final accounts is contained
in the vision on commuter services presented to the Cabinet by
the late Dr Wim de Villiers.
This vision, as amended by Parliament, includes a Board of Control
with skills from both the public and private sectors, as well
as a team of managers who must strive to limit the State's comprehensive
involvement in subsidising commuter services, mainly through productivity
initiatives.
In this regard the Corporation is in the process of setting up
structures whereby productivity initiatives will be undertaken
in consultation with Transnet Limited.
Legislation
The comprehensive management and business agreements necessary
to provide rail commuter services, as well as the statutory mandate
of the role and function of rail commuter transport within the
framework of the national transport policy, will require and demand
a high level of legal-technical skill. This function is also provided
by the Administrative and Manpower division with the assistance
of expertise from the private sector from time to time.
The Corporation's Enabling Legislation is presently incorporated
in the Transnet Limited legislation. During the past year this
Act was amended by the Transnet Limited Amendment Bill to make
provision for the Corporation's statutory needs. Similarly the
Corporation is currently drafting its own legislation with the
approval of the Minister of Transport. This legislation will hopefully
be addressed during the 1993 Parliamentary session.
Procurement
In order to reap the benefits of specialisation and to negotiate
favourable prices according to quality directives and specifications,
all purchases and supplies are controlled by this department.
In the year that the Corporation was founded, all office equipment,
furniture, telecommunication systems, etc. were procured so as
to establish the Corporation as an independent entity.
Staff complement
A breakdown of the core personnel responsible for the entire
rail commuter function within the Corporation during the past
year is reflected below. Since it is evident that this complement
is too limited to perform this comprehensive task, it is the intention
to re-determine staff requirements for the coming financial year
in accordance with a further functional analysis, and to make
adjustments where necessary.

ACT
To make provision for the
formation of a company, for the legal succession to the
South African Transport Services by the Company, for the
establishment of the South African Rail Commuter Corporation
Limited and for related matters.
